Three of the most powerful figures in artificial intelligence have publicly agreed that the current race to develop the most advanced frontier models needs to slow down. The unusual alignment comes from Dario Amodei of Anthropic, Sam Altman of OpenAI, and Elon Musk of xAI. Amodei first called for a deliberate pause in development in a blog post, arguing that the industry is moving too fast for its own safety. Hours later, Musk responded on X with a single word: “Dario is right.” Altman followed, stating that OpenAI has already discussed pacing the frontier and will commit to independent evaluators with employee-like access to its systems.

Why Developers Need to Slow Down

Amodei has not called for a complete halt to research, but rather a reduction in the speed between major capability upgrades. He argued that developers need more time to properly evaluate new models and ensure they can be released safely. The agreement among the three leaders is surprising given their fierce competition. Analyst Dion Hinchcliffe of SDA Bocconi suggested there are at least four explanations for this rare public alignment. One theory is that the founders have all seen something that genuinely terrified them, noting that previous containment incidents have already been disturbing and that private evaluations may show worse dangers. Another possibility is the economics of AI; the realization that the race to continually develop increasingly powerful models could bankrupt everyone involved.

The Economics and Politics of the Pause

Hinchcliffe also suggested the decision could be a recognition that the race is moving from competition to consolidation. A slower frontier with government oversight—through licensing, compute controls, and export restrictions—favors incumbent model makers. Jakub Pachocki, Chief Scientist at OpenAI, recently echoed this sentiment, proposing that leading developers voluntarily pause or slow down until concrete safety standards can be established.

While the pause sounds appealing on paper, the reality of global politics makes it difficult. Even if Anthropic, OpenAI, and xAI agree to slow down, China is highly unlikely to follow suit. Analysts predict Beijing would view the slowdown as a historic opportunity to beat the United States and position itself as the undisputed leader in the AI arms race.

Palantir CEO Alex Karp expressed a similar concern. He told CNBC that geopolitical adversaries make it almost impossible to pause. “If we didn’t have adversaries, I would be very in favor of pausing this technology completely, but we do,” he said. This sentiment aligns with statements from Chinese President Xi Jinping, who recently said at the BRICS summit that China wants to lead the establishment of a new AI open-source community and support collaboration among member nations in large language model development. Xi also outlined plans to establish a “BRICS digital ecosystem cloud platform,” signaling that China intends to continue accelerating its AI capabilities regardless of safety calls from Western competitors.

China’s Counter-Response

Xi’s plans are a direct challenge to the Western leaders’ call for a pause. The situation is further complicated by the fact that China has already made significant strides in AI development. It is likely that China will continue to push forward with its AI ambitions, regardless of the concerns raised by Amodei, Altman, and Musk.

The outcome of this situation remains to be seen. One thing is certain, however: the development of AI is a complex issue with far-reaching implications. The fact that three of the most powerful figures in AI have called for a pause is a significant development.
